Feasibility Studies
We support developers and contractor's alike to assess the commercial risks prior to entering into construction contracts. We will assess the potential opportunities and threats associated with your new projects and developments, whether they are still at the concept stage or you have been asked to be a stakeholder.
We will review the financial and performance risks associated with the development and provide a comprehensive report detailing our findings along with recommendations to limit your financial exposure and can assist you with the implementation of a risk management plan.
Preparation of tender documents
At the Edwards Partnership our staff have extensive experience of preparing tendering documentation for schemes from £500,000.00 to over £330million. We understand the importance of preparing accurate information and definitive scopes of works, aligned with appropriate terms and conditions of contract, ensuring maximum protection and minimal ambiguity. We can prepare tender documents for individual works packages or complete projects to all major forms of contract, sub-contract and in conjunction with our strategic legal partners, bespoke agreements.
Bid management
We are able to act on your behalf at tender preparation stage, by providing robust management of the tender process. We can ensure that a flexible structure is put in place to control the bid submission and stakeholders. We can appoint the designers on your behalf and prepare a comprehensive scope of works to ensure that all parties are acting in a coherent and co-ordinated manner, whilst protecting your interests. We can provide full, or part cost advice during this process, together with risk appraisal and management. We can take the bid to final submission, ensuring that a compliant bid is submitted and where ever possible full cost advantage is applied.
Contract strategy and procurement advice
With the introduction of new forms, standard forms of contract and new procurement options we are able to offer advice on the most appropriate procurement route and associated contract for your projects or arrangements with sub-contractors. We have provided contractors with contract recommendation and supported them throughout the procurement process, including undertaking negotiations on the contractor's behalf to agree specialist agreements.
We can assist you to prepare bespoke agreements for unique suppliers or specialist sub-contractors. For particularly challenging contracts we have alliances with specialist legal firms that can provide detailed recommendations on drafting unique contracts.
Tender assessments
We can undertake tender assessments and provide you with a tender recommendation for the appointment of the most advantageous tenderer.
We will receive the tenders on your behalf, complete detailed financial analysis of the information provided – retrieving further information when required, review the technical content of the offer to ensure it complies with your requirements and conduct post tender interviews – all of which can be completed independently or alongside you.
We are able to conduct financial checks on prospective contractors, in conjunction with our specialist financial consultant.
Whole life costing
With projects where you have a maintenance agreement or mutual cost saving agreements with the client, we can review the whole life costs of particular elements of the building or the plant and identify the replacement costs and net return on investment.
We can support you as a specialist advisor throughout your construction project to review your material choices and ensure that your long term revenue stream is maximised.
Preparation of estimates and cost plans
We can prepare costs plans or estimates for your next project. Using the latest computer software packages and market data we will provide robust prices that will enable you to assess your tender returns or whether to tender for a project. We have a variety of standard templates to provide you with a breakdown of our estimate or cost plan.
We are very competitive at providing cost plans and estimates for projects or packages up to £5million, on larger schemes we will discuss how we can most effectively support you directly or with one of our strategic partners.
We are able to source competitive prices through our extensive database of specialist subcontractors and suppliers.
Production of Bills of Quantities and other pricing documents
We can provide you with a reliable service producing your bills of quantities to SMM7 and other pricing documents such as builder's quantities, schedules of rates etc. We have a quality management system which ensures that documents we produce are accurate.
We can provide you with a very competitive price for bills of quantities and the like on projects or packages up to £15million, on larger projects we will discuss how we can support you either directly or with one of our strategic partners.
All of our software is industry compatible and is cable of being exported into various mediums.
POST CONTRACT SERVICES
Post Contract Management
We have developed a specific post contract management service which will support you to deliver your projects where you are unable to identify to an appropriate person within your organisation. We will provide a fully qualified and experienced contractor's quantity surveyor to manage the project or specific packages on your behalf. We can complete the tendering, tender assessments, appointment and subsequent contract management and management reporting, including cost value reconciliations if required.
We have experience of all major forms of contracts and sub-contract agreements and will provide you with a service that enhances your services to your clients and ensuring value for money when dealing with suppliers and subcontractors.
We will work with you to identify the most cost effective method of supporting your project to ensure that it is delivered within budget.
All of our services are designed to be stand alone or operate as a complete commercial service to assist you in delivering your projects as commercial advantageously as possible. We will work with you to tailor the specific service you require to ensure that you always receive the best value for money.
Contractor procurement management
We support many of our contractors by providing a complete procurement management service which can encompass our other core services and offer increased value for money. We manage the whole procurement process on your behalf; we complete the preparation of all tendering and pricing documentation, identify suitable suppliers / sub-contractors, tender the works and provide you with a tender breakdown and recommendation report.
We can complete the procurement management of the whole project or individual work packages and select the most appropriate procurement process for the project or package. We have supported clients and contractors with the procurement of design and build, two-stage, traditional and management projects and are able to take the process to execution of contract.
Contract administration
We can assist you to administer contracts for whole projects or packages on your behalf. Our experienced staff can provide you with a strategic advisor service or become an integral member of your delivery team.
We can provide you with a short term or long term solution to resourcing this key role of managing clients or sub-contractors.
We have assisted a number of national contractors with the administration of complex contracts where our specialist skills have provided advice and management both at the workface and from our offices conveniently located along the M4.
Change control
Within our team we have considerable experience in managing the often difficult process of change within construction. We can provide established change control procedures that we can implement on your behalf or adopt your systems and ensure that they are followed correctly.
We recognise the importance of identifying and managing change, and the associated impacts to ensure that you are satisfactorily recompensed for your additional works. We can provide a full financial and performance review service which can consider changes at all levels of the project. We can provide support in the preparation of financial support documents associated with a particular change or for a whole project.
We will work with you to approach the client and provide well reasoned information that promotes payment. We can assist you to review the impact of changes to your sub-contractors to ensure their works are valued correctly and with due regard to the prevailing financial constraints.
Risk Management
At the Edwards Partnership we are focused on managing risk and minimising exposure. All our services seek to manage risks with the appropriate initial planning and implementation of management procedures, all of which are integral to our procurement management and contract administration services.
We can work with your teams to identify potential risks at the tender, pre-construction phase or during the construction period. We will provide risk management strategies which are proactive with agreed action plans and areas of responsibility for the key staff.
We will review your risk registers on a regular basis to ensure that they are current and consider the possibilities in the future. We will provide you with management reports including assessments of your financial liabilities.
Cash flow forecasts
At either the tender stage or post-contract we can provide you with project specific cash flow forecasts that consider the procurement and construction programmes. We can support your financial planning of individual projects or programmes of work with a cash flow report that includes recommendation on improving your financial position.

Cost reporting
To support your projects, we can provide specific cost reporting services which can either be integrated with our other support services or as an independent audit of your projects to ensure that they are maximising your financial opportunities.
We will review your financial position and provide a written report on the specific areas of the project which are performing well and those that could be improved. We will also provide recommendations on how to increase your financial returns on individual projects or particular packages.
Claims assessment and dispute resolution management
An increasing part of our business is our claims assessment and dispute resolution management service. We are helping to resolve claims and disputes through structured negotiations and thereby avoiding the costly and timely formal dispute resolution procedures.
We can work with you to resolve disputes with clients, subcontractors or suppliers, acting on your behalf to reach a beneficial settlement as early as possible.
We will prepare a settlement strategy that will guide you through the process of negotiation and assisting you in the “battle of the letters”.
We will prepare financial assessments of your potential liabilities and opportunities and provide regular updates of progress towards resolution.

Preparation of final accounts
The Edwards Partnership can complete the preparation of your final accounts for whole projects or individual work packages. We will review your existing documentation and recover any further supporting information from suppliers or subcontractors. We can negotiate the most economically advantageous agreement with the client's professional team.
To ensure we provide you with a cost effective service and allow you to concentrate on your next project we can use our IT systems to facilitate the preparation of such accounts from our offices, supported by regular visits to your offices or project. For many businesses we support this provides an economically method of resolving final accounts and ensuring limited resources are being moved to the next project without delay.
We can review and offer best advice on the most strategically beneficial way to settle your account. We can provide an impartial critique of your final account to ensure that you understand the best and worst case.
Benchmarking and financial reviews
We can offer a bespoke financial review and benchmarking of your projects either during the construction process or on completion. We will agree with you the particular financial or performance elements of the project or package you are interested in and then provide a detailed report on your performance against agreed market indicators.
We will provide you with a formal report and recommendation on areas where you project could be more efficient and therefore maximise the financial rewards. We also update our findings at regular intervals to monitor the improvements and illustrate the practical benefits of our solutions.
